PCSD English for Speakers of Other Languages (ESOL) Program

The English for Speakers of Other Languages (ESOL) program in Putnam County Schools serves students who have been identified as English Language Learners (ELLs). The goal of the program is to ensure that all ELL students receive comprehensible instruction regardless of their level of English proficiency. Our District uses an inclusion mainstream model. Students receive ESOL strategies, support, and additional resources, and in some schools paraprofessionals in addition to teachers. 

Our Migrants and ESOL programming is funded by monies provided by Title III, a subgrant that is funded by the Department of Education. This federal funding focuses on providing supplemental professional development to teachers, and on providing scientifically research-based academic programs. These funds are used to ensure English Language Learners attain English proficiency and academic achievement. 

District ELL Plan 

The Consent Decree is the state of Florida’s framework for compliance with the following federal and state laws and jurisprudence regarding the education of English Language Learner (ELL) Students. The Consent Decree details procedures for placement of students in the English for Speakers of Other Languages (ESOL) program, their exit from the program, and the monitoring of students who have been exited. In order to maintain compliance, the Putnam County School District maintains an ELL Plan. WIDA Standards

The WIDA English Language Development (ELD) Standards Frameworks provides a foundation for curriculum, instruction, and assessment for multilingual learners in kindergarten through grade 12. The first standard, Social and Instructional Language, reflects the ways in which students interact socially to build community and establish working relationships with peers and teachers in ways that support learning. The remaining standards present ways multilingual learners can communicate information, ideas, and concepts necessary for academic success in Language Arts, Math, Science, and Social Studies. 

The English Language Development Standards: 

  • Standard 1: The Language for Social and Instructional Purposes

  • Standard 2: Language for Language Arts 

  • Standard 3: Language for Mathematics 

  • Standard 4: Language for Science 

  • Standard 5: Language for Social Studies

ELLs State Assessment is given annually to monitor students’ progress in learning English as it aligns with the WIDA standards.. It assesses the four language domains of Listening, Speaking, Reading, and Writing.
